Putin offered Ilham Aliyev important proposal

On September 25, Russian President Vladimir Putin will visit Azerbaijan at the invitation of Ilham Aliyev. This visit will be timed to the holding of the Russian-Azerbaijani interregional forum in Baku and will testify to the multilateral cooperation of the two states.

Journalist Andrei Shlyapnikov prepared a report for the publication ‘Moscow-Baku,’ in which he says that now the relations between Russia and Azerbaijan have reached the highest point. And also that Vladimir Putin is taking representatives of Russian business to Baku. ‘Azerbaijan is Russia’s main ally in the region on economic, political and military issues. The business of the two countries actively interacts in many spheres, the countries are actively developing logistics projects, one of them is the North-South transport corridor. And now one of the directions for intensifying economic contacts is cooperation in the Caspian. Minister of Economic Development Maxim Oreshkin is traveling to Baku and is taking the Russian business with him. In Azerbaijan, such giants as KAMAZ, GAZ and LUKOIL and others are already operating.

In recent years, Azerbaijan has become an important partner in military cooperation, actively purchasing Russian arms. The whole world could observe military equipment from Russia at the recent parade in honour of the centenary of liberation of Baku. During the visit of Vladimir Putin to the capital of Azerbaijan, the international defence exhibition ADEX 2018 will be held, at which new items of Russian weapons will also be presented.

One of the main topics of the talks may be the settlement of the Nagorno-Karabakh conflict. Recently Putin met with Prime Minister of Armenia Nikol Pashinyan. And, most likely, this topic was discussed. The new prime minister of Armenia is unpredictable, in words he is Russia’s strategic ally, but with one eye directed to the West. Against the backdrop of a misunderstanding with Armenia, Russia is getting closer to Azerbaijan. In Sochi, Vladimir Putin spent an hour outside the protocol talking with Ilham Aliyev. Many experts suggested that Vladimir Putin made an important proposal to Ilham Aliyev. At once rumours about Azerbaijan’s possible entry into the CSTO and the SCO spread,’ the reports says.

Russia enthusiastic about development of relations with Azerbaijan

Russia is enthusiastic about the development of bilateral relations with Azerbaijan, Spokeswoman for the Russian Foreign Ministry Maria Zakharova said at a press conference on September 7.

She noted that the multifaceted cooperation of Russia’s subjects with Azerbaijan is developing on the basis of the agreement of the Azerbaijani government with the governments of the Russian regions.

“At the moment, there are 17 such agreements, and a number of new ones are being prepared. The effectiveness of interregional relations with Azerbaijan is evidenced, in particular, by the following facts: representative offices of Dagestan, Tatarstan, Ural Trade House CJSC, Tatarstan Trade House, representative offices of a number of regional airlines – Bashkirian Airlines, Perm Airlines, Pulkovo Airlines, Samara Airlines, Ural Airlines, some business structures of Russia – the official dealer of AVTOVAZ – Khazar-Lada, group of companies East Service were opened in Baku,” Zakharova noted.

The spokeswoman also mentioned that Azerbaijani entrepreneurs have invested in the construction of a sanatorium and spa center in the Russian city of Yessentuki, as well as food production plants in the Krasnodar region, and projects are being implemented in Kabardino-Balkaria and Dagestan.

She added that the annual Russia-Azerbaijan Interregional Forum is the platform for discussing the preparation of new cooperation projects, and presently, the next, 9th forum is being prepared.

“Russia is enthusiastic about the development of bilateral relations with Azerbaijan. The potential is huge. A lot is being implemented, a lot is being worked out,” Zakharova said.

Speaking of the prospects for the intensification of cooperation between Russia and Azerbaijan in ensuring regional security, the spokeswoman noted that the mechanism of discussing security issues between Azerbaijan and Russia works smoothly.

“We have an appropriate mechanism, for example, consultations on various topics between the foreign ministries, including those involving discussion of security issues. The consultations are held. I am not sure that they should either be intensified or, vice versa, their number should be somehow reduced, etc. This mechanism works perfectly,” Zakharova said.

She added that there is a dialogue between other structures and state bodies of Russia and Azerbaijan, which are directly responsible for the discussion of security issues, and it also works smoothly.

“We also fruitfully cooperate on these issues as part of international organizations. Therefore, I think that it is not necessary to talk about any need for intensifying the process because everything is already working quite intensively,” the spokeswoman said. “But if any side voices the need to make any issue specific, it is always possible to do. Our dialogue with Baku is developing very well.”

Azerbaijan is one of the main economic partners of Russia among the CIS countries. The trade turnover between two countries amounted to $2.14 billion in 2017. This kind of cooperation plays an important role in the development of Russian-Azerbaijani trade and economic relations and in the increase of the trade turnover.

At present, enterprises of more than 70 regions of Russia cooperate directly with Azerbaijan. Fifteen regions of Russia have relevant agreements with Azerbaijan on trade and economic, scientific, technical and cultural cooperation.

Aliyev and Putin meeting: 6 ‘road maps’

Ilham Aliyev, the president of Azerbaijan, and Vladimir Putin, the president of Russia, met on 1 September in Sochi, Russia. Numerous documents were signed, including a cooperation programme which will last until 2024 and six ‘road maps’ covering various areas.

The road maps include building up trade, counter investments, creating transport routes, expanding humanitarian cooperation in various fields including cultural exchanges and tourism, as well as cooperation in the oil sector.

President Putin, while speaking to the press, listed the Russian companies operating in Azerbaijan’s market, and the amounts invested by them in the country’s economy. He mentioned the North-South transport corridor, most of which passes through Russia and Azerbaijan.

President Aliyev said in his speech that Azerbaijan counts on Russia’s assistance in the settlement of the Nagorno-Karabakh conflict with Armenia. Putin stated that Russia, as one of the co-chairmen of the Minsk Group, will do everything possible to settle the conflict peacefully.

Aliyev also said that Azerbaijan had already purchased Russian military equipment amounting to more than USD 5 billion, and cooperation in this area will continue.

The overall running theme of the meeting between the two presidents was the assurance of friendship and mutual sympathy between Azerbaijan and Russia.

Economic partnership between Azerbaijan, Russia expanding

The legal framework between Azerbaijan and Russia will be supplemented by a new document – the Agreement on the Development of Economic Cooperation.

The work on the preparation of the Agreement between the Ministry of Economic Development of the Russian Federation and the Ministry of Economy of Azerbaijan was launched in accordance with the decree of August 27 issued by Prime Minister Dmitry Medvedev.

Azerbaijan is one of the main economic partners of Russia among the CIS countries. Interregional cooperation plays an important role in the development of Russian-Azerbaijani trade and economic relations and the increase in trade turnover.

Russia has been included in the list of Azerbaijan’s five largest trade partners in January-June 2018 with the volume of trade turnover of $ 1.14 billion (8.54 percent of the total volume of trade turnover).

Azerbaijan invested more than $1 billion in the Russian economy, and Russia invested about $4 billion in the economy of Azerbaijan.

The products worth $349.23 million were exported from Azerbaijan to Russia from January to June 2018, which is 5.76 percent more than in the first half of the year. The volume of imports from Russia, in turn, amounted to $788.21 million, which is 0.29 percent more than in the first six months of 2017.

The trade turnover between the states amounted to $1.3 billion in January-July 2018, according to State Customs Committee of Azerbaijan. Russia accounts for 7.89 percent of the total foreign trade turnover of Azerbaijan.
